Safari web apps on macOS are created with the Add to Dock… menu item in Safari. As I wrote last year, StopTheMadness can't be used in Safari web apps, because it's a Safari app extension, but Safari web apps currently support only Safari web extensions. I have no idea if or when Apple will add Safari app extension support to Safari web apps.
