In 1941, some 900,000 Jews fled or were evacuated from Ukraine to the east in time. They had managed to escape east in larger number from the industrialized eastern Dnieper bend and the Donets Basin (Donbas); as a result, in those regions the ratio of Jewish to non-Jewish non-combat civilian deaths was much lower.
