Back in mid-1990s there was a situation when video on computers was slowly getting in demand while the processing power was still very limited. Old paletted video formats were slowly going away (Smacker still holding strong though) and for hi-colour video RLE was not a good choice in terms of compression and DCT was not a good choice in terms of CPU cycles required.
