Appalachian Regional Commission The Appalachian Regional Commission (ARC) is an economic development partnership entity of the federal government and 13 state governments focusing on 423 counties across the Appalachian Region. ARC uses congressionally appropriated funds to invest in the region’s economic and community development through grants. Projects must take place within the Appalachian Region as defined by the Appalachian Regional Development Act (ARDA) of 1965.
