Over a year after inking the deal, Alberta's Ministry of Mental Health and Addiction has yet to reveal the recipient of its largest contract. This appears to be ROSC Solutions Group, whose top brass are connected to the Premier's chief of staff and were early drivers of Recovery Capital Conference.
