Yes, you cannot send money from PayPal to Cash App indirectly. Open the PayPal app < Wallet, and select Link a card. Enter your Cash Card details. Open PayPal, select your balance < tap on Transfer. Choose your linked Cash Card. The money will now be available in your Cash App balance.
