Success in negotiating a compromise settlement of the war in Ukraine will pivot on two factors: finding sufficient overlap among the core interests of the United States, Russia, Ukraine, and Europe; and employing America’s leverage over these players in ways that incentivize a compromise and penalize obstinance.
