Installing StopTheMadness Pro in Google Chrome has always required enabling developer mode in the Extensions window, as explained in the instructions, because StopTheMadness Pro is an "unpacked" Chrome extension from outside the Chrome Web Store (indicated by the orange badge on the extension icon).
