Today, the ACR Project alerted the House and Senate to the clear unconstitutionality of programs they should defund and repeal. ACR Project Chairman Gail Heriot, E.D. They concern the Minority Serving Institutions ("MSI") programs and their approximately billion dollars in annual funding.
