Following a years-long battle that pitted Far North Dallas residents against City Plan Commission members, elected officials, and a former councilman who now works for Masterplan zoning consultants, the CPC unanimously recommended approval Thursday for Henry S. Miller’s mixed-use Pepper Square development at Preston and Belt Line Roads.
