Party leader Russell Findlay says teenagers would be able to pursue a "hybrid education" by going on to college or taking up an apprenticeship but Education Secretary Jenny Gilruth describes the proposal - previously championed by the Scottish Conservatives in 2011 - as "Dickensian".
