I would have placed a wager on short because the letter "i" in the words “vicar” and “victory” is pronounced the same in British English: /ˈvɪkər/ and /ˈvɪktəri/ while in American English it's still /ɪ/ in /ˈvɪktri/ and /ˈvɪkɚ/.
