The Federal Transit Administration last year demanded the Mat-Su Borough pay back more than $!2 million in grants spent on the beleaguered ferry Susitna. Officials last week countered with an offer that hinges on the as-yet uncertain sale of the vessel and blames an array of factors outside the borough's control on the ferry's failed journey to Cook Inlet.
