Confronting what Mayor Arunan Arulampalam has called a “crisis level” of youth disconnection, Hartford is launching a data-driven plan to rebuild the bridge between opportunity and the thousands of residents who have fallen through the cracks. The initiative positions Hartford as one of the first midsize cities in the nation to tackle the problem with technology, coordination, and youth input at its core.
