“It's hard to say that if Trump did not call on July 26 that something would have stopped,” said P. Mike Rattanasengchanh, International Affairs Fellow at the Council on Foreign Relations and associate professor of history at Midwestern State University. “The threat of tariffs did play a role,” Rattanasengchanh said. “But I think what it does more is build international awareness of it – and obviously that puts more pressure.”
