Apparently opium was legal in both Britain and China during the Opium Wars, but in China in had a crazy caustic effect while in Britain it seemed to be way more under control. My theory is that this is because Britain had a battle hardened bureaucracy whereas China was still mostly feudal. Would love to hear from some experts.
